Sheboygan Economic Development Corporation
Project Overview
The Sheboygan County Economic Development Corporation (SCEDC) was facing a growing challenge. With an increasing number of job seeker submissions flooding in, they needed a more efficient, organized way to manage the influx of talent data. The SCEDC team needed a streamlined system to help employers connect with the right candidates while keeping track of recruitment efforts and providing actionable insights.

The Challenge
SCEDC found itself grappling with several key obstacles that were holding back its hiring efforts:
- The overwhelming volume of submissions made it difficult to manage talent effectively.
- They needed better filtering and routing options to ensure candidates were matched with the right employers.
- Tracking recruitment effectiveness and following up with candidates had become cumbersome.
Our Approach
We took a phased approach to solving SCEDC’s problems, building a custom Talent Community portal designed to meet their specific needs. By focusing on usability, automation, and data-driven decision-making, we crafted a solution that not only solved immediate pain points but also positioned SCEDC for long-term success.
Key Features We Delivered
Enhanced Sign-Up Form
We created a multi-step form that made candidate submissions more intuitive and less time-consuming. By adding additional fields, we gave SCEDC’s team the power to better filter and route candidates based on their qualifications and preferences.
Talent Portal Submission Management
The heart of the system is a submission management tool built within the CMS. With this, SCEDC can now process submissions at scale, while keeping data organized and easily accessible. We even added bulk download capabilities for HR teams to seamlessly access candidate resumes and additional documents.
HR Portal
We developed a secure, invitation-based portal for HR representatives to access submissions. Using advanced filtering options, HR teams can now sort by industry, company, or date range to quickly find candidates that match employer needs. Plus, the tracking system allows HR reps to monitor candidates’ status — whether “Interested” or “Subscribed” — and generate exportable reports for deeper insights.
Automated Follow-Up System
To ensure no candidate falls through the cracks, we implemented an automated email system. HR representatives receive instant notifications when new candidates match their criteria, with automated follow-up reminders at 30 and 60 days to help track progress and make sure candidates stay engaged.


Results & Impact
Since launch, SCEDC has seen over 1,200 submissions processed through the portal. Here’s what’s been achieved:
- Increased Efficiency – Talent management is no longer a burden. The new system streamlines every step of the recruitment process.
- Improved Employer Engagement – Candidates are matched with the right employers faster, making it easier for both sides to find the perfect fit.
- Actionable Insights – SCEDC now has access to key data that helps measure the portal’s impact on workforce development, ensuring the platform continues to grow and adapt.

The Talent Community portal has transformed how SCEDC manages job seekers and connects them with local employers.
